Yes, it's possible.

You can replace the filler cap with either a lockable cap
or one that has a recessed face that requires a special
tool to open.

Which, if you have "automatic delivery" means you either have to have
someone home when they come to deliver or hope your oil company
remembers to pass the key or combo you gave them to the driver who
happens to "do you" that day.

Yes, but it would be faster with a hand operated pump with a rotary
handle. The kind usually seen on drums of gas, oil, or hydraulic fluid
at construction sites. They have a telescoping feed pipe that extends
from about 2' to 3' and can pump a half quart per turn of the handle, so
8 turns pumps a gallon and 40 turns will fill a 5 gallon can. They can
handle up to 90 weight oil.

Bob,
It is possible to "siphon" or "pump" or simply "drain" fuel oil out of
an aboveground tank. It would be advisable that you follow the piping
that goes away from your tank to your heater and look for fuel oil
signs on the ground or that fuel oil odor.

Do you have any neighbor kids who have "diesel" powered equipment?
They may be stealing it from you...fuel oil is diesel fuel without the
highway tax.
