You protect healthy people as long as there are huge numbers of infected
people, and the infection rate is higher than 1. If the infection rate
is over 1, the hospitals WILL be overwhelmed. It is becoming a real
problem even in the middle of the country, where now some of the biggest
hot spots are.

A better example would be people coming into the US during the Ebola outbreak
some years ago that had been in contact with people who had Ebola. They
were quarantined, though they were healthy. Even right now, Trump had
ordered people arriving from countries with high Covid rates to self-quarantine
and that's what they were ordered to do by ICE on arrival.
If you arrive in Hawaii right now from the mainland and don't live in Hawaii,
you are required to quarantine for 14 days, to give information as to where
you will be staying, presumably so they could check.

I don't know how well it's enforced but the governor declared anyone
entering this state will be quarantined for 14 days. That includes
residents who have gone out of state. I guess I won't be going to
exciting North Dakota anytime soon.

He said he realized it will hurt the tourism industry but he doesn't
want refugees from the coastal pest holes.

Before anybody says it, the governor is a Democrat.

time frame.
