When it says 60 double pole does that mean 60 amp each let or is it 30 amp
each leg?

Thanks in advance

If you are talking about a common house breaker, then it is 60 amps for each
leg.
Assuming that is the case, it would take a 60 amp (or over ) load to trip
it, or 60+ amps to the neutral or ground from either leg if a 240 volt
breaker.

On a 240 volt circuit it means 60 amps flows through the circuit.
