Hairy mold on concrete?

I don't go examine that area very often to avoid unnecessary exposure to
mold.

Does bleach kill the mold on the concrete, if it doesnt its
effloresence not mold.

I would agree with efflorescence if the water is especially hard with
minerals. OP states the "white hairy mold" goes away using the UV
light. I've never heard of that happening...
