Do you think this is just a coincidence?
 
There is a seven unit condominium apartment building in Southern
California.
The apartment building was re-roofed.
To re-roof the building the HVAC package units over the roof were
disconnected and re-installed to re-roof under them.
The outside section of ducting of all the package units were re-
connected except for one which was simply places in the same spot but
its duct elbows were never re-connected back and have a half inch gap
where they connect to the vertical duct that enters the roof. This has
caused the rain water to leak inside the apartment and the HVAC air to
leak outside the apartment
All the units except for one is owned by racially Chinese families.
The roofer was also racially Chinese.
The only family who’s HVAC wasn’t properly connected is Black
American.
The Black American family has never conversed with the roofers during
the re-roofing process because the re-roofing was handled by the HOA
president.

Never assume malice when stupidity, or sloth, is an adequate
explanation. What did the roofer or HVAC sub say when they were called
back in? Sounds like the crew was in a hurry to get out of there that
day, and somebody didn't do the final eyeball check before putting the
tools away. Why did it take so long to notice? The a/c not working right
should have been pretty obvious right away.

Good example of why you should always eyeball the work area and try the
installed equipment before paying any contractor, even one with a good
rep. Everybody screws up sometime or another.

Perhaps, the Chinese tenants complain more. I wouldn't credit racism
unless I knew for sure that the Negro Americans were purposely
discriminated against and rebuffed or ignored when they complained to
the management about the problem.

If you knew about contracting than this isnt their only mistake. I can
easily see this last minute job being missed.

So what is with the other shoe dropping? Was the problem corrected
without a bunch of hassle? If so, just an oversight. A contractor
isn't going to let something like that happen knowingly when he
_knows_ he will be called back to fix it on his dime.
