Florida Commission of Nannies, Pokenoses, and Nay-sayers says it's a house
and can't be moored to a dock. So the owner sailed the thing to the middle
of the river, anchored it, and raised a Confederate flag (and probably his
middle finger).

I'm confused.

If the text of the article is all about the EPA is telling him that he
can't moor the vessel at Ms. Katy's dock, why is the article entitled
"Houseboat owner told to dock vessel"?
