This was done successfully three times, and attempted once unsuccessfully, by the Soviet Union.
But these were surface wells, required new angled shafts to be drilled, and weren't surrounded by gazillions

Well top hat isnt very effective and BP reorts attempts to siphon more
will likely lead to the well blowing so were pretty much screwed till
late august or september for the relief wells.
