This is not a good thing for the consumer, it should have been
stopped.

I have heard that there will have to be regulatory approval but that it
is not likely to be a problem because the product lines do not overlap:
Stanley makes few -- if any -- power tools, and B&D makes few -- if any
-- hand tools.

They'll all be made in China anyway -- probably are already.
