Power factor correction does work but nowadays
you slap a "GREEN" label on anything and you
can quadruple the price. Like low cholesterol
bottled water.

Low power factor is usually a result of a number of induction motors
operating at the same time, as in an industrial setting. PF correction may
be accomplished by synchronous motors or capacitor banks. Those
industrial/commercial customers that may have PF issues are metered by the
POCO with PF meters. Normally, a base is established and if the PF falls
below the set point, additional charges are assessed by the POCO.
Residential PF is normally in the 85+ range as most motors are small,
usually a max of around 5 HP for AC and smaller for washer, dryer,
dishwasher, fans, etc. Usually not running simultaneously anyway. POCO's do
not monitor residential customers for power factor.
The vendors who tout these various "Magic Box" items for home use are
providing nothing except a reduction in the purchaser's bank account.

Twenty years ago I worked for an electrical contracting
and service company when the company got into automatic
power factor correction for industrial customers. At the
same time the company started doing thermal video camera
surveys of commercial facilities. Guess what the thermal
images showed after power factor correction.
