Whats the technicial term for the pad that the a/c unit or heat pump rest on
outside the house?

Pad. Condensor pads. AC pads. Equipment pads. We either pour
one, or place it on the fiberglass/foam pads, or plastic pads. I
like the fiberglass ones best.

Default heat pump pad

The term I know is "condenser pad". You can buy them precast or
made of fiberglass, etc.

A similar pad on a basement floor to keep equipment above flood,
grease, dirt, etc is called a "housekeeping pad".
