Default DWV cleanouts and 2006 IPC

I'm supposed to be using the 2006 International Plumbing Code (IPC).
I heard somewhere that water closets don't need cleanouts. However
under the section for "Cleanouts" that fact is not mentioned. In
fact, it says I must
have a cleanout on every horizontal branch, no matter how short. Can
anyone tell me the verses that cover the exceptions --where cleanouts
are not really needed? I can't find them.

P.S. Why are plumbers the only ones that call toilets "water closets"?
