Does this gutter issue need to be fixed?
 

I live in a condo, and about a year and a half ago a new roof was put on and
new gutters were installed too.

One thing I happened to notice, that I don't particularly like, is that when
it rains, there is a tendency of water to drip down from between the gutter
and fascia board in one section. I don't think the gutter is clogged and
there is no ice dam. I suspect there is just something about the way this
gutter was installed (or maybe the roof) that causes water to drip between
the fascia board and gutter rather than the water going just into the
gutter. There supposedly is an ice shield on the new roof.

It's not a large quantity of water, but the dripping happening to a small
degree even when it rains lightly. It only happens in one section, which is
several feet long and happens to be above the bay window, which concerns me
because I don't want this to turn into an issue where water leaks into the
bay window.

Today there is melting snow on the roof, but, there is no snow on the roof
near the gutters, and no ice dam, but there is water dripping between the
gutter and fascia board.

Is this something that needs to be reported to the management company or is
it something that can be left as is?

To clarify, water in that roughly 4 foot long section drips slowly between
the gutter and fascia board if it's raining lightly or if snow above is
melting. I *suspect* it's not due to a clog (since it always does this
even after they cleaned out gutters). I *suspect* it's something about the
way the roof or gutter was installed. When I look up at the gutter from
outside the condo, the gutter does *appear* to be flush with the fascia
board though.

If it rains really hard then the dripping can turn into "sprinkling" but
it's not anywhere near a tremendous amount of water such as when a gutter is
clogged and spills over.

This is happening above a bay window. Do I need to have this fixed or can
it be left as is?

I'd have it fixed - I had something similar that really caused some problems.
It was the outward sign of failure of a drip edge - water was getting into the
soffit box over a porch and flowing toward the outer walls. The moisture
problem led to some warping and carpenter ants set in there (the nest was
exposed and ripped off during re-roofing.

It could be drip edge, rotted fascia boards allowing the gutter to tilt, any
number of things. But fix it.

I agree this should be fixed, as it can lead to rot along the fascia, and
further down the wall, behind the stucco, brick, or siding.
Could be (1) a twisted gutter, due to loading or ladders or other damage, so
that the inner gutter edge is lower than it should be. Could also be due to
(2) clogging in the downspout pipe or the downstream gutter, or a
combination of of 1. and 2.
Either way, should be repaired.
Might be as simple as cleaning the gutters, downspouts, and releveling the
gutter, or reattaching the back of it to the roof or fascia.

You are paying a hefty price to not have to worry about stuff like this.
Report it in writing and keep a copy.

If you were a LOL and this was your private home I would engage in a
discussion with you about it.

There wasn't that easy.

sounds like a drip edge failure, i had that trouble here, idiot roofer
forgot to install a section right over a window. over a long cold wet
stretch the drip created a huge icicle that entered around the window
and flooded the room.

you need to get it inspected and repaired ASAP it an cause serious rot
