Is too much cement vs sand a problem for floor screet and mortar?
 
I learned that for floor screet to use 1 part cement and 3 parts sand.
For mixing a mortar to use for tiling the ratio is about the same.

What if I have too much cement.Can I use more cement and much lesser
sand in the mix. Would there be any problem in the desired result.

When you make concrete, the role of the cement is to "glue" the sand and
gravel together.

For most purposes the strength of the concrete is determined by the
water/cement ratio (beyond hydration, the more water, the weaker the
concrete.)

Bottom line is that (especially if you cut back on the water) you can leave
out some of the sand.
