No water flow when shower valve turned to hot
 

The house was built in 2003 and I don't think we
ever tried the shower valve until recently.

It's the single lever type (can't tell brand) that controls both water and
temp. When first opened, cold water runs fine. If you turn the handle all the
way to hot the water stops.

Where to begin?

Well, that says there is no hot water flowing to the valve, I would
say. Is there some sort of service shut-off to the hot water side that
was never turned on?

I moved into a new house, and the electrical cut-out to the hot water
heater was plugged in in the "off" position.

How about hot water flow in the other fixtures in the bathroom, like
the sink, or a tub, if there is one?

Shut off to the main shower valve?
The internal cartridge (internal depends on brand) my be clogged or not set
up properly
Anti-scald device not functioning properly?

Wow, no showers since 2003. Do you spend a lot of money on cologne?

shut off water supply and take valve apart. I'm guessing you have an
anti-scald valve, which has little pinholes to let water in.

When putting in new plumbing, a plumber should flush lines before
putting the valve in, to allow pieces of solder to be flushed out, so
they don't get hung up in the valve.

If you haven't used this shower valve since the house was built it's
possible that there is a piece of solder clogging the valve. Probably
just needs cleaning.

The other thing is, if you're on well water, you might have sediment
coming into the lines, causing the same problem. After you clean the
valve, consider putting in a whole house filter to avoid future
problems.

Pull the handle and escutcheon plate.

Pull the cartridge and inspect for debris. If it's a Moen, check and see if the
long rubber grommets are installed properly. I've seen several where they were
flipped left to right and block the ports.

To pull the cart:
Pull the U clamp horseshoe looking clip, then extract the cartridge. They seldom
just slide out easily. I use a pair of vice grips on the stem, clamped so it's
sticking straight out. First try and pull it out using a little back and forth
wiggle. If not, tap on the vice grips with a decent force, but not too much, if
that makes sense. It will gradually loosen and come out. If you have a slide
hammer you can thread into the stem, that too will work. 10-24 0r 10-32 screw I
think. Moen sells an exytractor that's about $25, but it's junk.
