In most places he is required to assure the permits have been issued
before beginning the work.

If the homeowner is doing their own work, most places allow them to get
the permits, and may be able to get the permits for the contractor.

However the only place you can find the final answer for your question
is at your local building authority as they make the rules.

There might be some super small jobs like changing out devices or fixtures
that do not require permits or inspections in some localities.

But in most cases and places YES.

Only your local inspection office can tell you for sure.

It depends on where you are. Here in Horry County, SC permits are
required in the cities for most repair work and all new work. In the
county, repair work often does not, but new work over $500.00 does.

Some cities and counties in South Carolina have no building dept or
inspectors at all!

It depends on wher you live. We often think that everywhere else is
just like where we are, but that is not always the case.

If you have a building dept, ask them. You may not get correct answers
here for that question unless you state where you are.

The answer is a definite YES, NO, MAYBE, AND IT DEPENDS.

For small jobs that are a real no brainer to a licensed electrician, permits
are optional. For new construction or remodeling, they protect you when you
sell. If they are going to R&R a ceiling fan, then they wouldn't get a
permit.

Check with your building department, because it is you who will be called on
the carpet later if anything is not right.

the permits, OR ask for the inspection.

Do you mean 'is a licensed contractor required to get permits' or 'does
a licensed contractor need permits'

In New Castle County, Delaware you can take a county sponsered 4 hour
course that allows you to do electrical work in your OWN home.
