Cracking paint walls & ceiling

The paint in our house is cracking (flaking) in spots on both the
ceiling and the walls. Possibly from original oil based paint (30yrs)
under latex based paint (from 5yrs ago). Anyone know how to fix this
problem? A picture of the problem can be seen at the following URL...
