Improving hot water performance

(1) add a tankless water heater near the bathrooms? (In the hot water line,
to supplement it, or in a cold water line, to work by itself?)

That is a good idea. A tankless heater heats only the water that is
needed when it is needed. The modern units are very energy efficient.

(2) add some kind of recirculation of hot water?

Don't do that. It is a waste of energy, both in running the pump and
in heat loss of the water when it is circulating unused.
