Default outdoor furniture chairs discolored

I have outdoor patio furniture with chairs made of plastic cross-
straps. These plastic straps have discolored to a light rust color.
But only on the seats, not on the backs.
Is this because the chairs sit in the sun all day? Is there some way
to clean/remove these stains?

Spray some laundry bleach and let it sit a few minutes, it could be
mold, be sure to wash it clean.
