Default 2 year old York heat pump

I have a 5 ton york gas unit for the basement and the main floor. It
runs great in winter and summer. I also have a 2 ton york heat pump for
the upstairs for heating and cooling. The 2 ton unit does not heat or
cool the house very well. Air flow is weak throughout the upstairs.
Anyone have any thoughts on how I can improve the heating and cooling
of this unit as well as improve air flow?

thanks,
