Anybody suggest any cheap retail version?

This is a site that has a free program that is open source. Site has
instructions to use w/windows. I have never used it though.

Hope this works for you.
If you decide to use it, how about a follow up on it's preformance.
I may someday have a use for it also. Although w/linux.

Electronics CAD Design
 
There is a quite good program called eagle, it has a free version where the
board is limited to a certain size. But if you need bigger as a small board
you can buy the eagle also. But check it out he http://www.cadsoft.de/
