Cannot use device when plugged in
 
I have a few rechargeable devices such as a shaver, air pump, etc.
that work fine when charged, however they do not operate when plugged
ie in charging mode.

Is there a reason they will not operate when corded (ie backup when
the battery is exhausted)?

Most systems are designed to charge slowly (the current is limited).
Compare how long it takes to charge the device
to how quickly it runs down.

Now, you want to not only run the device off that charger
but have it do its regular job of charging the batteries at the same
time.
The phrase you are looking for is "Outside design specifications".
