The Cpu is not getting warm.

Tell us about your CPU??? we have CPU from 8088 till P4 3.6Ghz. Brand of
CPU??? AMD , Cyrix, Intel .
I am guessing for mid cpu like 500Mhz up to 1 Ghz. If doesn't warm up, the
problems are , 1- Open wire on power cord.
2- Dead Power supply . 3- shorted or leaky FET ( on MOBO ) 4- shorted or
leaky electrolytic caps ( on MOBO )
5- Defective sound, video, fax/modem Cards. 6- Bad MOBO 7- Smoked CPU.

Does Your Pc Beeps ,when you turn it On ?????

Didn't actually say it was a PC: It could be a Z80, 6502 .... you just
never know!
