Sony 20" monitor trouble!
 

If no parts are bad, then this means that the monitor is working!

You should determine the area that is not functioning to start with. Once
you know, you can then proceed to properly troubleshoot that area. You will
also have to find the cause of the original failure as well. Most of the
time, the power supply, scan output sections, and the HV sections fail.
Usually the original failures are in the scan amplifier sections in these
monitors, and thus the power supply is also damaged.

Sometimes the original cause of failures are capacitors going high in ESR.
These are not visible failures, therefore, you can stare at these caps for
the rest of your life, and they will never show any visual marks or
indications of failure. You will have to use an ESR meter, or change them to
verify them.

After you tried to start the monitor and nothing happens, unplug and check
the main filter capacitor in the power supply to see if it's loaded!
Normally the power supply should dissipate the capacitor if it's working
properly. If it's not, then there's an open circuit and you can be in for a
treat if you put your fingers in there. Good Luck.
