Are you actually getting a picture? Or are the CRTs black and you are
seeing this line by looking down into them?

Perhaps you are confusing horizontal with vertical like so many do...
Vertical is up and down, horizontal is left to right or across.
If you have a vertical line (up and down) your problem would be in the
horizontal deflection, not the vertical.

If the voltages are not correct at the vertical output it is possible to
have a horizontal (left to right) line at either the top or bottom of the
raster, of course the set will go into protect because vertical scan is not
being realized. Confirm the presence of proper voltages at the vertical ic
and check the caps in both the deflection and supply circuits. BTW in
extreme cases, if the beam hits the neck of the crt, it can cause fracture
of the tube envelope.

Do a Google search for Sony AKB, Sony blanking video, etc for LOTS of
information. Sony uses the same blanking system no matter PTV or DTV.

My gut tells me that if the sound goes up and down, and you see the
AKB blanking lines on the face of the tube (no osd or video), you have
either a bad tube or a problem in the AKB circuit. Or more remotely a
problem with the hsync or vsync getting back to the jungle ic and
system control.
