Panasonic TV TX-33V2X

I have a problem with this TV colour system.
When I playing DVD/VCD with NTSC 3.58 colour system, the picture display
more green/red and without really blue colour.
Even the ON Screen display wording blue colour was missing too. only display
as black.
is this a symtom of chroma processor IC problem?
