Default RCA CTC197CA Chirps

When the above set is powered up all that I get is a faint
`chirping`noise. When I turn set off the chirp gradually dies down as if
a capacitor is discharging and finally it disappears altogether.
I surmise that the trouble is in the smps, but am not sure. Anyone
out there had this trouble?
Any help would be appreciatead.

You will need to follow standard troubleshooting procedures for an
SMPS supply and the horizontal output circuit to determine where to go
next.

The service manual AND training manual are very useful for that series
of chassis along with lots of experience troubleshooting and repairing
the ctc195/107 series of Thomson chassis.
