Default Dataproducts LZR650 laser printer fault

I'm trying to resurrect a Dataproducts LZR650 laser printer that has
been lying idle for several years. Apart from paper pickup problems,
it is exhibiting the following fault:

Is this a problem with the toner cartridge? Are the thick black
stripes caused by the developer (?) roll?

Note that the printer identifies itself as a "HP Laserjet series II".
Note also that there is some minor ghosting approximately 9.5cm apart
(9.5cm = pi * diameter of drum). This ghosting is not visible in the
scanned image.

AFAICT, this could be one of the following things:
- Drum unit not being cleaned properly (cleaning blade dirty or damaged)
- Clean drum cleaning blade
- Replace drum unit
- Fuser rollers dirty or damaged
- Clean fuser rollers
- Check fuser rollers for damage
- No high voltage or damaged transfer corona wire (?)
- Check high-voltage system
- Check transfer corona wire (may be dirty)
- Check discharge wire/brush
