Question JVC dual tape deck (TD-W208) - faulty head?

I have a JVC dual tape deck (TD-W208) and when playing tapes in the playback deck, the audio is muffled and lacks high frequency. When playing tapes in the other record/playback deck, they sound fine.

Is the muffled low frequency output from the playback deck indicative of a worn head?
