What is this thing?

Bought this at a thrift store yesterday. Don't have a clue what it is.
Took it outside to get some photos of it and it starts making noise.
No plugs or jacks on the outside and what looks like a photoelectric
cell on the front. Obviously homemade. Any clues will be appreciated.
Thanks.

I would guess a bird caller or ultrasonic mosquito repeller.

Seem to remember from a few years ago now, in some of the "101 Easy
Electronic Projects" flavoured magazines, a project that used a
photovoltaic cell (photo resistor??) to trigger an audio synth chip; the
rate at which it chirped depended on how much light was shining on it
(or something like that).
