Default Magneto coil construction/ rewind

Using polythene film canabalised from 0.47uF, 1000V capacitor for interlayer
insulation.
0.01mm thick film and 1000V rating, what rating for pulsed rather than DC
use in the HT re-winding of a magneto, original interlayer winding paper and
cloth and lacquer.

for 2.5 thou/mil thickness polythene film
2.5 thou = 0.0635 mm so dividing by 6.35 for 0.01mm
2.7KV for pulse use
2.1KV for DC use

is dielectric strength linearly scaleable?
presumably a 50 percent factor of safety in capacitor use for localised
compression etc.
is the maximum voltage across the insulation double the voltage along one
wire winding layer? ie one layer and the return on the other side
