no boot

Hello
What would cause a computer to not boot after power outage, until the
computer sits for 2 days afterwards. Just leave it sit for 2 days after
a power outage and then it boots and run fine.

Is it a fairly new PC, with an ATX supply? Have you tried unplugging
it for a few minutes and plugging it in again to reset the
