Panasonic TV Model # CTN-2768S
 
I have the subject TV with a horizontal line. It has a LA-7838
Vertical deflection IC. How can I test it to insure it is good? I have
sound. I have tried to re-solder around hot spots on board. All
electrolytic CAPS ESR below .5 ohms. Chassis # ANEDP206

The proper way is to order the service manual for the set. Take a DVM, and
check the voltages at the pins, according to the service manual's
information. Then also check for the proper waveforms with a scope, as also
indicated in the service manual. From this you should be able to determine
if the IC is defective. It is also possible that some of its support
components are also defective.

Re-soldered some more around the IC and got the TV Working. Got to
love it
