HT12E Transmitter Problem

Hi,

I am using a TLP434A trasmitter and receiver with a HT12E and HT12D encoder and decoder. This circuit works great when I hook it up to a 5V wall power supply but when I try to hook the transmitter part up to a cell phone battery (4.4V), the encoder and oscillating resistor get really hot. I'm sure they would burn up if I didn't disconnect the circuit within a minute. Do you know why this is happening and what I can do to be able to use some kind of long term battery such as this with this encoder?

Please help.

I didn't find the right solution from the Internet.
