It usually does mean the backup heat is on but there could also be outdoor
air temp lockout thermostats on it so it may not actually be coming on.

d Also there is a switch for Emergency Heat, that you can turn on
d manually and has a red light. What is this doing?

turning this on means you will heat with the backup heat only ( the heat pump
is turned off when you switch this on )
