They do in Belgium. There they require a septic tank on every home or
building and the water going into the drains is just the non-solids.

It means that homeowners who put stupid things down the toilet have to
pay big money to have their septic tank pumped out. Didn't have any
problems with ours when we lived there. You just have to be a bit
careful with not using bleach and things that might stall it.
