Do the dipped type of
electrolytic caps go bad? I thought they were immune to the problems
that the liquid filled ones have. No sockets. The board is double
sided with all device pins soldered on both sides of the board. So I
guess those are all vias?

Ugh, those dipped tantalum electrolytics? They can be awful when old, the
worst case is gear that has been run for 10 years, then parked for a couple
years and then powered back on. But, they don't become mechanically
sensitive, so that doesn't seem to be your problem. When they go bad,
they can catch fire when connected across the main power supply.
