Do you have an 80C51 CPU or a CPU with a different number but in that
same family? AFAIK, an 80C51 was a mask ROMed version of the 80C31. I
know that later devices used OTPROM or EPROM or flash, but AFAIK they
had distinguishing part numbers, eg 87C51 or 89C51.


You got me. The chip is an Intel 87C51FA-1 which does contain 8K onetime EPROM.
I had labeled the origional as 80C51, and had to dig out my reading glasses to
check the unprogrammed spares. Thanks for catching this.
