My guess is the code requires a specific width of the entrance/exit,
hallway, stairway, etc and if he applies drywall using furring strips, 2 x
2, 2 x 4 or anything other will result in a narrow pathway, thus negating
the code and hereby becoming illegal. I'm assuming it's for a rental place
or something along those lines.
