I am pretty sure you will find that the 3-phase is only for the
spindle motor and maybe the coolant pump. The CNC machines we have
here, all have separate 115v line cords to the controller.

The servo power supplies on most of the cnc's I've repaired have 3ph bridge
rectifiers in them.
