Sounds like the local firm have found an excuse to rip the church off,
or don't understand the concept of risk assessments.

A risk assessment would be a one off job, taking maybe an hour. Assuming
the firm do lots of such work they should have a generic risk
assessment, just changing any bits that are specific risks associated
with the particular site. Even if the risk assessment was checked and
signed off every time the job was done to confirm it was still valid,
that adds only a couple of minutes each time.

Even if it was impossible to move the scaff tower and you had to
dismantle and reassemble it four times, its still only going to be a few
hours work.
