(so to speak). Now the rich politicians are moving out of the country,

I think "The Two Jakes" was about real estate. Originally there was
meant to be a trilogy with the third film addressing the LA public
transport system (it was sold to Ford and General Motors! who basically
shut it down). Some people think that "Who Framed Roger Rabbit" was that
film.

I can believe it. Julie Bass of Oak Park in $some_state was

It's not that they're going after people for living off the grid,
they're aggressively looking for and pursuing code violations. That's
a huge change from how the county treated this area in the past, when
they used to leave it the hell alone. But suddenly, they're all hot
about code enforcement, even in isolated areas.

If you ask me, this probably wasn't motivated by planned future
development. Even in L.A. County, it's going to be a good five years
or more before the real estate market recovers to the point where
developing that far out would be considered.

I think the job justification is more likely on the mark, and
encouraged by the county's need to seek more revenue. The best way to
avoid having your department shrunk or shut down is to have it
bringing in revenue, and with the help of Google Earth and a few
private companies that contract with governments to provide detailed
map data, it has become much, much easier for governments to ferret
out code violations.

A lot of people have put in an outbuilding, or a pool or the like
without pulling the necessary permits. It used to be too
time-consuming to locate these and take action. Nowadays companies
sell current map data to counties and cities, who can easily scan the
images looking for anything on a property that doesn't match with the
county's or city's property description. When they find it, they come
a-knockin'. The property owner has a choice: get the permit or take it
down.

drew water from dug and drilled wells.

Most (all that I know of personally) run backwards when power is fed to the
grid. Quite common in Texas which has a net billing law.

Some areas have a law to block new water wells but typically not older
connections. However even these have ways to block on going use if by no
other means than they outlaw anything except minor maintenance.

Much depends on the local/state laws on water rights. In some areas the
home owner does not own rights to the rain water that falls on their roof.

We had property in the mountains of NC and TN that was located waaaay off
grid. One area said no water well but subsidized geo-thermal wells. So
when we needed a well the application said geo-thermal and not 'water'. We
received the permit with no problems. The only time we saw an inspector was
when they asked if they could highlight the installation in their annual
report.

We had to guide them in as they could not find the place even with a gps.

I can see the concern for septic system but even there the technology exist
to convert the affluent to meet the legal requirements of potable water.
(much of that is spin off of NASA research).
