Default Oil base primer on silicone caulk - paintable?

Will an oil primer adhere or bond to silicone caulk on exterior wood so
that it can be painted? Or does the silicone need to be scraped off
for a durable result?

No the primer won't stick. Cover the existing silicone with a thin layer
of paintable silicone caulk.
