Default Quasar Loud Sound Blast then dies

I have a friend with a Quasar model SP2719V
chassis number ANEDC280
experiencing a strange problem:

Turn the TV on and the volume comes on FULL BLAST!!!
then the TV shuts down altogether.

Unplug set, Wait a few seconds, Try again...
Same problem,

Unplug set, Wait a few seconds, Try again...

NOW the TV comes on, and everything works fine!

Sometimes you go through the ritual twice, sometimes 5 times before it comes
on.

Yesterday it wouldn't come back on at all.

Has anyone else seen this problem before?
Where do you even start with a problem like this?
